About the Council on Outcomes-based Veterinary Education


The genesis for the Council on Outcomes-based Veterinary Education was a compelling call for development of shared workplace-based assessment tools by veterinary educational leaders and outcomes professionals at the AAVMC Workshop on Clinical Assessments in Minnesota in June 2015. With the support of the AAVMC, a ten-person working group was established in December 2015 from experts and leaders in veterinary education representing international AAVMC member institutions with the goal to develop an internationally shared framework for CBVE and associated assessment tools. Originally called the AAVMC Competences Working Group, the name of this group evolved to the AAVMC Competency-Based Veterinary Education (CBVE) Working Group once the full scope of the work required to support the development of competency-based assessment tools was realized.

Selection of working group members was based upon diversity of experience and expertise in veterinary education, as well as geographic distribution. Representatives were included from various regions of the USA, Canada, the UK and the Netherlands, as well as those with recent previous experience in veterinary education in Australasia. The members of the group were: Dr. Laura Molgaard (co-chair); Dr. Jennie Hodgson (co-chair); Dr. Harold Bok; Dr. Kristin Chaney; Dr. Jan Ilkiw; Dr. Susan Matthew; Dr. Stephen May; Dr. Emma Read; Dr. Bonnie Rush; and Dr. Kathy Salisbury. Procedural and conceptual guidance for the work of the group was provided by Dr. Jody Frost, an educational consultant and facilitator. 

In August 2020, the CBVE Working Group was formally designated as the AAVMC’s Council on Outcomes-based Veterinary Education (COVE), in recognition of the pervasive and enduring nature of their work. COVE was comprised from a combination of original members of the CBVE Working Group and new members who had joined since the CBVE Working Group was established. The inaugural members of COVE were: Dr. Kristin Chaney (co-chair); Dr. Jennie Hodgson (co-chair); Dr. Jared Danielson; Dr. Jan Ilkiw; Dr. Susan Matthew; Dr. Stephen May; Dr. Laura Molgaard; Dr. Emma Read; and Dr. Kathy Salisbury. Dr. Jody Frost continued to facilitate the work of the group.

Three Working Groups were established to advance competency-based veterinary education in conjunction with COVE: CBVE Advocate, CBVE Catalyze and CBVE Analyze.
